Votes for MexicoThe short answer
November to April is dry almost everywhere. Mexico City is pleasant all year, the coasts are the ones with a real season.
Cancun is not Mexico. Oaxaca, Mexico City and the Yucatan interior are where the food and the ruins are, and they cost a fraction as much.
